Drawing on years of hands-on experience in the industry, Tom built his company from the ground up, guided by a simple but powerful philosophy: people are at the heart of every successful project.

COO
Romm Jackson brings more than 30 years of experience to his role as Chief Operating Officer at Tom Stuart Construction, providing company-wide operational leadership and supporting long-term strategic growth. He has played a key role in the company’s evolution into a large-scale commercial contractor and oversees both office and field operations, supporting more than 300 employees through clear communication, collaboration, and efficient, consistent processes.
Scott Harmer
CFO
Scott Harmer has been with Tom Stuart Construction for more than 27 years and serves as Chief Financial Officer, providing executive leadership across all financial, accounting, and administrative functions. He has played a pivotal role in scaling the company into a market-leading tilt-up contractor, overseeing finance, banking, risk management, and enterprise systems that support long-term growth, stability, and operational performance.

With more than a decade of experience at TSC, including over ten years as a Project Manager, Casey brings an operations-informed approach to client relationships and growth. He focuses on building long-term partnerships, retaining key clients, and securing new work that aligns with the company’s strengths and values.
